The Federal President has in the context of the legislative process, the task to sign and promulgate laws decided by Bundestag and Bundesrat. He has a test right to formal and material unconstitutionality. A law, which violates basic rights, is illegal in a material way, the Federal President may therefore deny his signature .The Bundestag can force the Federal President to sign in the context of a organ controversy. This, however, only if the Federal Constitutional Court which decides an organ controversy, come to the decision, that the assertion of illegality of the law is incorrect.
