Parliamentary groups are groups of at least 5% of the Members of the Bundestag, who belong to the same party or different parties which do not compete with each other in a Land. Members of Parliament according to Article 38 I GG have a free mandate and are not bound to instructions. The exercise of pressure has the same character as a instruction and is therefore inadmissible. A so-called Group of coercion is impossible. The chairman of the Pa.-Fraktion therefore must not execute pressure to B in the described manner.
