The existing parties in the country who want to participate at the election create candidates lists for the election. The voters choose one of the lists. Depending on the proportion of votes each of the lists received of the total number of votes, the seats are distributed. The proportion of votes is equal to the proportion of the seats. If a party list for example gets 40% of all votes, the party will receive 40% of all seats. The seats of a party go to the people on the list, from the first position downward until all seats are assigned.
