The Hare-Niemeyer procedure (Largest remainder method) is a method to convert votes into seats. In a first step for each party the total number of the members of parliament seats is multiplied with the total number of the secondary votes of the individual party and the product resulting from it is divided by the total number of the secondary votes of all parties.

Total number of seats * Votes for one party / Votes for all parties = Result of one party

In a second step each party keeps as many seats as resulted as whole numbers (numbers before the point) from this calculation.

If still seats remain, these are assigned in a third step in the order of the highest number fractions (numbers after the point) to the parties.
